Compliant, legally-defensible documents.
Senior environmental planners guiding CEQA and NEPA determinations on State, Federal, and private development projects, whatever agency you're working with.
We produce defensible CEQA and NEPA documents, so California projects clear review and move forward.
Soar's senior environmental planning staff focus on the scientific method to produce legally-defensible documents for State and Federal agencies, regional public agencies, and private development.
Our expertise spans federal agencies, private corporations, local public agencies and districts, and state agencies seeking federal permits and funding, delivered promptly and built to hold up to scrutiny.
Talk to a plannerA CEQA or NEPA review follows a defensible sequence, and we draft the single most important piece, the project description, with you first.
The first step is a detailed project description, the single most important factor in a smooth, efficient review. Your consultant helps draft it, then identifies the potential impact areas to assess.
An Initial Study evaluates potential impacts across resource categories: aesthetics, air quality, biological and cultural resources, geology and soils, greenhouse gas, hazards, hydrology, noise, transportation, tribal cultural resources, and wildfire.
Findings are summarized for public decision-makers to set the level of review: a Categorical Exemption, an Environmental Assessment leading to a FONSI, or a full EIR (CEQA) / EIS (NEPA).
We prepare formal written responses to the public and agency comments received during the review period, keeping the administrative record defensible.
A Mitigation Monitoring and Reporting Program tracks and verifies the measures adopted to reduce impacts, through to project completion.
Every determination is backed by the right document for the agency and the level of review, from a quick exemption to a full impact statement.
We pair senior planning with our own field crews, UAV aerial capture, and GIS, turning weeks of ground survey into days and giving every determination a defensible, data-backed record.
An integrated, veteran-owned team of planners, biologists, and surveyors. For decades we've delivered legally-defensible CEQA and NEPA documents across California, clearing the path from first survey to final permit.

Straight answers on when CEQA or NEPA applies, what we produce, and how a review gets started.
The California Environmental Quality Act (1970) requires state and local agencies to analyze and publicly disclose the environmental impacts of proposed projects and adopt feasible measures to mitigate them. CEQA applies when an activity meets the criteria for a "Project": any public or private activity requiring discretionary approval or a permit from a public agency. Certain low-impact project types are specifically exempt. If your development requires discretionary agency approval, it likely needs CEQA review.
The National Environmental Policy Act (1970) is the federal law requiring federal agencies to evaluate the environmental effects of their actions, and it laid the foundation for CEQA. NEPA applies to any activity that receives federal funding, is undertaken by a federal agency, or requires a federal agency permit, including projects on tribal lands. In practice NEPA is narrower than CEQA, and many California projects trigger both.
When an activity qualifies as a "Project" and isn't exempt, an Initial Study evaluates its potential impacts across resource categories, including aesthetics, air quality, biological and cultural resources, geology and soils, greenhouse gas emissions, hazards and hazardous materials, hydrology and water quality, noise, transportation, tribal cultural resources, and wildfire. The findings are summarized in a report shared with public decision-makers to determine the appropriate level of further review.
The first step is a detailed project description, the single most important factor in a smooth, efficient review. Your consultant helps draft it, then identifies the potential impact areas and builds a plan to assess them. Timelines vary by scope: simple exemptions may take a few months, while larger projects requiring a full Environmental Impact Report (CEQA) or Environmental Impact Statement (NEPA) can take a year or more.
An environmental consultant works with the lead agency to conduct the technical studies that determine whether a project may cause significant impacts, managing Initial Studies, technical reports, and official documentation to reduce the burden on agencies and developers. At Soar, consultations are always free of charge; once an agreement is finalized, costs vary by scope of work. Engaging a consultant helps maintain compliance and avoid costly errors as the project moves forward.
CEQA / NEPA is one of six integrated environmental services, so a single team can carry your project from first survey through final permit.
Consultations are always free of charge. Tell us about your project and our senior planners will map the CEQA or NEPA path before any agreement, so you move forward with confidence.
